The State Housing Initiatives Partnership Program (SHIP) provides funding to local governments to fund the development and preservation of affordable housing based on needs identified in locally adopted housing plans. SHIP funds may be used to support new construction, rehabilitation, down payment assistance, gap financing, acquisition, and matching funding for federal housing programs. A minimum of 65% of funds are set aside for homeownership related activities, and usually the proportion is even higher.
In FY13, this program was funded through proceeds from the National Mortgage Settlement but historically, it has been funded through the Local Government Housing Trust Fund. In FY13-14, funding was $40 million; in FY14-15, it was $96 million; and it was $101 million for FY15-16.
