The State Apartment Incentive Loan (SAIL) program provides low interest loans on a competitive basis to developers of rental housing. SAIL funds generally act as gap financing, and are available for new construction and rehabilitation projects. Funding may also be used to lower debt on units for people with income of 30% AMI or less. The statute requires funds to be geographically and demographically targeted based on need. Five to 10% of units in each Family, Elderly and Homeless development must be set aside for people with disabilities..
The program funding is subject to approval by the Legislature each year. In 2015, it was $48 million
