California’s Predevelopment Loan Program (PDLP) is a revolving loan fund that provides loans for predevelopment costs such as site control, acquisition for future development, engineering and architectural plans, permits, and site preparation. Rural developments, projects in public transit corridors, or developments that preserve existing government-assisted rental housing receive funding priority. For FY13, HCD set aside of 20% of funds for rural areas. In FY11-12, 356 units of housing across five project were funded.
Funding Description:
This program is a Revolving Loan Fund, and loans are disbursed as old loans are repaid. In FY11-12, $2.9 million was made available, and FY13, it was up to $7.3 million.
