The Miami Documentary Surtax Program funds are used for homebuyer assistance, as well as rental housing construction and rehabilitation. At least 35% of surtax revenue target rental development projects. The Department of Public Housing and Community Development administers the rental development program.
The program is city-funded through Miami-Dade County’s discretionary documentary stamp tax. In 2013, the program received $27 million through the surtax allocation. In FY14, proposed funding was $48,568,560.
