The Affordable Housing Assistance Program (AHAP) is a state “donation” credit program that is used to incentivize affordable housing production. It is used as gap financing. The credit is allotted to donors who provide cash, equity, or property to non-profit organizations that develop affordable housing units. It is a one-time credit that is worth up to 55% of the value of the eligible donation. Credits can be used for construction, rehabilitation, rental assistance, and operating assistance.
Each year, $10 million in credits are offered for production activities (including construction and rehabilitation). An additional $1 million is set aside for operating assistance. For 2013, $4.6 million in production credits were issued to 21 projects, and an additional $1 million was allocated for operating assistance across 41 projects. For 2014 about $7.2 in production credits were issued to 23 projects and an additional $700,000 was spent as operating assistance credits.
